It isn't going to reprint Modern until every deck costs $200 or lessthis would be a bad thing for the game overall (while it's not worth getting into here, Modern needs to be more expensive than Standard, although it doesn't need to be nearly as expensive as it is today)
The one and only important thing is that Army has to be a creature and you need to be its controller

Such power and synergy fuels this card's $25ish price point, with retail numbers stretching into the low $30's, at least for the time being
Costing just three mana, this Sephiroth is barely more expensive than staples like Zulaport Cutthroat and Blood Artist
Legendaries Final Fantasy has an absurd number of legendaries in it
